That was always my understanding also.  However, couldn't the retained teeth
inhibit the jaw from developing correctly?  I was also told that the upper
jaw stops growing BEFORE the bottom jaw on most breeds.  From what I hear
this is not the case in Cavaliers.  It appears that the upper jaw can
continue to grow and develop, thus correcting an undershot mouth, after the
bottom jaw has set.  Of course, those of you that have bred Cavaliers would
be in a better position to know what is correct.
