Many of the sheltie people look at it a little differently. They feel it is cruel to keep "shushing" the dog all the time, and cruel to insist that they ignore their instincts. A lot of breeders who have a half dozen shelties feel that it is better to tone down the decibel level and let them happily bark to their heart's content.
I don't have a sheltie, so I haven't formed an opinion on this, but thought I would offer another take on the subject.
