hi suze,
you dont rehome a dog like that anymore than you would rehome an agressive
dog. the bottom line is it would be the same outcome. so what is more fair?
having a dog being shuffled from home to home like a foster child, or
debarking and everyone is happy. alot of people dont have the luxury of
living in a remote area or someplace where the neighbors are far enough away
not to hear it.  it has nothing to do with the numbers you keep either,
except that the more dogs, the more noise, but doesnt make a difference if it
is 3 dogs or 10, the neighbors will still complain.
and you are right. there are some dogs (and certain breeds too) that can
never be trained to be quiet. as you know the sheltie is doing what he was
bred for and no amount of training will take away instinct.
