I think rehoming is the better choice of the two if you are forced into a
desperate measure and have to chose between those two options.  I would
prefer never to rehome if possible myself also.

If you think placing a dog in a home where they have kids to play with, are
loved, and live a full life is worse then surgically altering an animal,
cutting vocal cords, disabling something nature gave them so they will never
function as designed by nature, well then we disagree greatly.

Incidentally I don't place older dogs as most breeders do I hate re-homing
but if it comes to slicing out vocal cords or placing in a loving home I'll
go with the latter.
