Remember, petstores are selling "inventory", no different from any other store. When they have product they can't "move," they reduce the price and reduce the price until it finally sells. Items that they can sell quickly and at a great profit are reordered. Items that sit there and don't sell, usually aren't reordered. So, if Cavaliers don't sell readily, then they can't make the money....if they can't make the money, they won't reorder Cavalier puppies.
