There are a LOT of people out there.  Many just don't think of dogs in the
same way you and I do.  To them a puppy mill is a big step up from living in
the wild--and quite acceptable--whatever the conditions.  One of the reasons
puppy mills will always exist unless we make it illegal for them to sell
somehow.
