There is a Saluki Club of America and also the American Saluki Association. The SCA is much smaller than ASA but is, nonetheless the AKC parent club. SCA was here first, but because they had very restrictive membership (didn't let even very successful breeders join) the ASA was formed and has a gigantic membership. Anyone who wants can join which is fine considering the fact that only the other club has the power to make changes that impact the breed.
The parent club has, of late, relaxed their policy, allowing any reputable breeder the right to join. The ASA, on the other hand, serves the purpose of having an open forum for any and all fanciers who wish to belong to an organization that supports functions and activities. I think that our two Cavalier clubs can fill the same niches for the fancy, but I still feel that the parent club of any breed should rest in the hands of those who breed and show and are charged with guiding the direction in which the breed is going. Does anyone know much about the Australian Shepherd club? That breed has been in a similar position as has the Cavalier. There were two factions ... one wanted to keep the status quo and the other wished to have the breed recognized by AKC. I'm just curious as to how they are doing politically.
