I think that probably the best age is as close to the time when they have quit growing *up* and have not yet started to fill out. This sort of makes sense to me because I think it might *tell* the most. For girls this could be 8-10 months and boys 10-12 months--but of course there are variabilities in this. Some quit growing much earlier and some much later.
