There are always a lot of surprises when you have only limited information. Knowing the status of just mom and dad is not a lot of information. It is so much more meaningful when you know the status of mom and dad and all their brothers and sisters, and their parents and all their brothers and sisters, plus the brothers and sister of the dog you have. Even if you don't have access to that information (which almost none of us do) I find that when you xray generation after generation and get a few littermates in there as well, you can definitely see trends and get a feeling for the general status of hips in that line. I have one bitch who OFAd *Good* and although all her offspring that were xrayed passed except one--in general their hips didn't look as well structured as were those of the offspring another bitch who also got a good. So the one that failed wasn't that much of a surprise even though both parents had very nice hips. This is one of the reasons I strongly encourage my pets to be xrayed as well.
