I have a locked wooden gate 6 ft high that prevents access to my yard. Meter
readers read my meter from the neighbor's front yard. A few years ago the
Gas Co. made arrangements with me to make a minor change in the direction
the meter was facing to make it easier for them to read from the neighbor's
yard, at no cost to myself.
I know of one person who lost 3 dogs because of telephone co. personnel
entering his yard without permission, leaving the gate open. Since they were
mixed breeds, the city only paid him $300 apiece as he never found them.
His grief and his children's grief at their loss was immeasurble. I would be
more apt to push the danger of loosing my dogs due to careless meter readers
than the danger of their getting disease from tracking in bugs from other
yards. If the people you are dealing with are being difficult, I would
suggest that either you go up another level and/or contact your city council
rep.
