I just don't see why you should have to pay.  Just leave things as they are, lock
the gate to keep the dogs safe and make them read the meter over the fence (they
can bring their own ladder).  If they don't like it, they can move it at their
expense.  My meter is in my front closet in the house (don't ask OK, it's an old
house).  If I'm home I let them in to read the meter.  If I'm not going to be home
(which is most of the time) I make arrangements for my neighbour to let them in OR
they leave a card and I read fill it out and mail it back OR they ask me to read
it over the phone.
Heck I had a tree in the front that was dying and Hydro was worried about branches
falling off and breaking the wires.  We told them they were welcome to take it
down at their expense and they did.  We even made the agreement that they had to
leave the wood cut up into certain lengths, which they did.  My husband then split
the wood and sold it for firewood.
