Hello Kathy I'm not sure which countries you are refering to, but I can assure you that here in New Zealand our ruling body and Registry is the New Zealand Kennel Club and all Clubs have to be affiliated to it to hold dogs shows and individuals, members of said affiliated Clubs to register Pedigree Dogs. The NZKC recognises all FCI organisations, the American Kennel Club, Canadian Kennel Club, English Kennel Club etc. and their registrys.
To my knowledge this is the same in those countries. I too am puzzled why the 'old Club' and it's members continue to stick their collective heads in the sand and not accept things the way they are, move on their lives, accept they no longer are the only registry for Cavaliers and stop punishing individuals and their dogs for not 'toeing the line' with respect to membership of this or that club. I have to say the shows held by the old club were great, having attended and also judged in this venue. It personally saddens me to see that so many years down the track nothing has changed.
