What about this spin on things.....

I believe the code of ethics starts with this verbage......

"I believe that the welfare of the Cavalier King Charles Spaniel breed is of
paramount importance.  It supercedes any other commitment to Cavaliers"

So.....

If you honestly believe the BEST mating to produce the BEST puppies and pass
on the BEST genetics includes an AKC only dog..... Then you are compelled to
do this breeding as it is the best for the welfare of the Cavalier King
Charles Spaniel breed.

Yet .... if you do  you comply with this part of the code of ethics and
violate another.

Yet if you follow the no breeding to a dog not registered in the CKCSC you
are making a choice that is not the BEST choice for the breed and though
compliant with this section of the code in violation of the above opening
statement.

The real problem is that this part of the code of ethics itself is not in the
best interest of the breed.
