The dogs are  registered with the Kennel Club. The Kennel Club is just a
registration body just the same as any registration body - keen to take your
money to provide a slip of paper with the pups name on and the sire and the
dams name on. VBG Even that information depends on the integrity of the
breeder.
What happens afterwards is where the difference comes in.
As Diane writes quite correctly most wishing to register with CKCSC or AKC
in order to show or breed have contacted a breeder, entered into a dialogue
with them purchased, had the pup shipped out with what ever health testing
information that is available etc etc They are purchasing off "known"
breeders for the want of another word - likewise the breeder is usually
selling to someone they know or who has been recommended to them .
Where people get problems coming into the breed without doing any research
is answering the ads in the dog papers or on the Internet under the
misguided impression that dogs from overseas are in some way healthier than
those in the US
They then get told a very plausible tale about selling for an aunt, sister
etc - the dog is KC registered but that is all - no information on health
etc. These puppies can appear less expensive at first  - no shipping costs
etc. the broker can afford to include that in the price and still make a
handsome profit.
I will say that not all puppies exported in this manner come from puppy
farms - you know doubt read in the press last year about an American being
arrested with goodness knows how many puppies in the back of her car.
Some of those puppies had been bought from small breeders like myself who
thought they were selling to someone living in this country who was wanting
a pet for themselves. Once the transfer of ownership part of the
registration certificate is signed and handed over to the new owner there is
little that can be done about it particularly if you have not ticked the box
that says "export pedigree not to be issues" or words to that effect
Someone fairly near here was "conned" in this manner and was devastated when
he found out when the story hit the press. So not only is it a case of buyer
"beware" in the US but also breeder "beware" in this country - all may not
seem as it first appears!
It is not easy to trace what happens to a puppy once you have sold it unless
you get the KC Breed supplement which is published 3 monthly, in arrears I
might add ( a bit late if the pup has been whipped out of the country the
next week)
The Irish Kennel Club has a system which has merit  I think but their
registration body is much smaller than the UK one, but it does give you a
starting point I think more quickly than the KC one does.
For example - last year one of my boys was used at stud - the owner of the
litter sold one of the puppies to someone in Southern Ireland. The IKC just
recently informed me that this puppy had been registered with them. At least
I was able to verify with the breeder of the pups that the person she sold
to was known to her etc etc
