This is America. People have the right to breed their dogs however they see fit even if it seems foolish to others. I wouldn't think that this would be anything to try to stop or that you could if you tried. Legally, she is well within her rights. However, I would imagine that it will be pretty much a self-defeating endeavor for her. For one thing, the puppies don't have the appeal of a purebred Cavalier.
You have to realize that there will always be a small segment of society that wants a Peke-a-Poo type dog and there will always be some breeder who will supply them. I can't see the usefulness of a psuedo mutt, but there are those who do. Just one of life's paradoxes.
