Excuse me if I have missed something here.  If the vet and vet
technician felt the puppy should be put to sleep why did they not do it
at that time?  Why did the breeder have to euthanais the puppy herself?
This seems very inconsiderate and unethical of the vet to me.

I am sorry to continue this but I am confused by this account of the
situation.  If that happened to me and the vet refused to put the puppy
to sleep I would go to another vet and report the first one to the
controlling authority for disciplinary action.
