In my shelter, which is a tax based facility (branch of county government) the adoption fee is the same whether the dog is a Cavalier or a generic mix. Most tax based facilities operate the same way. Private shelters and/or rescues are different. They can charge whatever they want to charge. Most of the dogs on the Petfinders site are dogs in private rescues and are housed in foster homes. Even with CKCSC, USA Rescue the adoption fees vary with each individual dog. I don't see a problem with doing it either way - just two different ways to accomplish the same task - finding homes for homeless dogs.
