Wait Gerri, you and I are on the same page....and I agree that re-couping expenses are an entitelment of any rescue organization and most are not- for -profit, volunteeer and donation based.
Many shelters are no-kill shelters and go out their way to ensure that as many pets are placed as possible and as one who frequents our local Humane Society I can certainly attest to the fact that sometimes the only pets to adopt are street dogs and large ones. Those are the ones that are hard to place. We have one at home that we rescued. I know that if the owner had placed this dog in a shelter he would have been euthanized. With us he is fine. With everyone else...we take no chances but this dog is as good as gold but was so sorley abused he trusts no one. Many dogs pounds and shelters are loaded with "throw-away" dogs.
