AKC dogs should be allowed to register with CKCSC,USA as long as the foreign
dog requirements were met. Same criteria for both foreign and AKC. You
cannot mandate ethics so I don't think mandatory testing is a good idea. A
breeder can make the decision not to use a dog or buy a dog if it doesn't
meet the suggested protocol, just like a pet buyer can choose to buy from
backyard breeders, pet stores, puppymills or ethical breeders who health
test. I do think each breeder should be educated on the suggested protocol
from the heart symposium and the club continue to offer heart & eye clinics,
health and judging seminars for breeders to improve their "eye" on meeting
the breed standard and stay current on health issues. I also think all
breeding related issues should be voted on only by breeders, not the
companion members. The board could decide which issue relates to breeding.
Perhaps, we could make more timely decisions if this were the case. I
believe I am personally responsible for educating anyone who calls me
looking for a cavalier on the health issues and what to look for before they
buy their puppy.
