Exactly my point.......what difference does mandatory testing make? I always tell the puppy people who call me frustrated that they can not find a puppy.....to spend some time talking to different breeders, then find that breeder that you have a good repour with and that you feel comfortable with their breeding ethics and then just keep in touch with them and eventually you will have a puppy from a person that you can always go back to with questions or problems. I also always talk to people about the health issues associated with our breed, as I am sure that many of our other list owners do and I always provide the documentation that I have. Testing in my opinion is a tool that breeders use to make decisions........you also have the right to make the decision NOT to buy from someone that is not doing the testing that you feel you need to have provided in a puppy that you purchase. You can not mandate ethics..........
