Over the past four years that my wife has been the Health Registry secretary, she has received some questionable records, and each time she sent them back to the applicants with requests from more verification. Every applicant's original documents were returned promptly after they were verified and photocopied. This kind of potential deceit among Cavalier breeders may be combated by requiring original documents, with handwriting comparisons made when necessary. If breeders are inclined to prepare fake medical testing records, I would feel more assured of the legitimacy of those records if the club's registry required originals to be submitted, than to just trust the breeder to give the potential buyer a possibly phony photocopy. At least as long as the club's registry can be trusted to follow its own rules.
