uggggggghhhhhhhh.........I am just too tired to continue to debate.

You are right.....probably not enough people do test....but if anyone thinks
that mandatory testing is going to change that then I want to live in the
same cloud that they are living in <kind grin>.  You can not dictate people
to have the ethics that you would like them to have.  There are always those
that find a way around the rules.......trust me, this I know.

You on the other hand can buy from whom ever you choose to, if the breeder
can not provide you with the documentation that is important to you, then
just don't buy a puppy from them....go elsewhere.
