Over the past four years that my wife has been the Health Registry secretary, she has received some questionable records, and each time she sent them back to the applicants with requests from more verification. Every applicant's original documents were returned promptly after they were verified and photocopied.<
And there is a scenario that hasn't been mentioned: What about the breeder who takes a "ringer" into the heart or eye clinic. The doctor, and the people running the health clinic wouldn't have a clue. The only way past this is to require every dog to be chipped, or tatooed, and the Dr. would check the number. I would bet that this happens all of the time.
