<And there is a scenario that hasn't been mentioned:  What about the breeder
who takes a "ringer" into the heart or eye clinic.  The doctor, and the
people running the health clinic wouldn't have a clue.  The only way past
this is to require every dog to be chipped, or tatooed, and the Dr. would
check the number.  I would bet that this happens all of the time.

When I recently took Madeleine to the cardiologist for her 5-year old heart
certificate, Dr. Gompf did scan her microchip and enter it on the form.  I
thought at the time microchipping should be required, and should be scanned
for every cert., or they could easily pass a different dog.
