Phyllis, This behavior is probably "out of the norm" for common everyday
folk, but chances are your dogs and puppies won't be traumatized long term
from such an event.  Improper?  Perhaps a bit strong.  Ill-advised....yes.
The person most likely thought he was being humorous -- so I say, laugh it
off.
