I don't think it makes a difference why other than they are your dogs and, as
such, you have a right to have people respect your wishes when it comes to
the way they were treated.  It may not have had much effect of the puppies.
It would have been enough for me that my adult dogs became upset by their
actions.  How many dogs in their lifetime will be exposed to a strange human,
on all fours, barking at them?  A large adult dog, sure, but a person?  So
for a person to get on all fours and bark at puppies, in my opinion, serves
no useful purpose in testing temperament.  Real world scenarios serve a
useful purpose.
