If retinal dysplasia is higher in wholecolors (hadn't heard this before so I don't know if it is true or not), then it might have nothing to do with the color and everything to do with the smaller gene pool as there are simply fewer wholecolors breedwide than there are parti's and until recently breeding wholecolor to parti was seldom done.
The smaller the gene pool the more likely it is for recessives to match up.
