Either that or you beat them up with "My other X upstreams don't charge me for BGP - why should you?" and you might beat them down into a set up fee and no running monthly fee. I speak from experience there. If you can get past their front line people, you can often get useful responses from them but try figuring out how to do so. Of course, you're only going to get somewhere on the BGP front if you have something bigger than DSL.
