you will want to stay on MS Windows for that. .Net is a Windows platform thing
and will likely remain as such. it would be like trying to code for a Linux
API on Windows; you might find some way to fudge it, but why would you

i'd recommend that you explore what Linux has to offer you. you may find it
more interesting and useful that the .Net stuff anyways ;-)

the open source version is not complete, and it will probably never have all
of the features that the native Windows version has. it's a sucker's game,
often known as the "bait 'n switch".
in any case, what you are looking for is Mono. it implement portions of the
CLR and has a C# compiler. there are many bindings from C# to various
Linux-native toolkits and APIs (e.g. Qt).

there are several IDEs and code editors, ranging from the very complete and
quite good KDevelop for those who like an all-inclusive IDE (though i don't
know the status of the CF support off the top of my head) right down to the
good old trusty vi and emacs ....
do you prefer the IDE style or the "seperate tools" approach?

probably the most feature complete office suite for linux right now is
StarOffice / OpenOffice ... KOffice is getting quite good, and there are some
decent individual GNOME or gkt+ apps available as well.
you will find that there isn't an office suite on Linux that has VB
integration, however. not that that is a bad thing ....
