That's a strange problem, but if you are looking for ideas, you could try
updating wuftpd (probably from source as RedHat 7.1 is no longer supported), and
you could try another server like vsftpd. My only other idea off the top of my
head is that it could be a problem with inetd/xinetd. I assume wuftpd runs
through inetd (I've never used wu myself). You could check out the
/etc/inetd.conf file, and test out another server that runs through inetd.
