This is for hard drive spin down and swap control (delaying swap writes
to save battery power on spun down disks).  There is not really an
interactive program that run.

You have restarted X since you made the configuration changes right...?

What is the video card that you have in the laptop?  lspci is your
friend here.

What driver is X using?  Hint, look in the xorg.conf file.  AFIK the
VESA driver does not support the resolutions that are not 4:3.
