It depends very much on the condition of the system at the time. We were early adopters of vonage - 2 years before they we available in Canada and the quality was great. We gave them up 2-3 years ago because of the quality of the calls. It could have been them, it could have been the IP provider or it could have been the IP provider doing it deliberately to compete in voip.
At any rate, Vonage offered a voip and fax line at the time. Unfortunately, I did not try the fax machine on voip but I suspect there was no difference.
