Had a similar situation recently.  The ARD cannot be modified.  You need
to inactivate, recreate the assessment with the new ARD and data.  Then
submit it.  It worked when I did it on a recent assessment.

Was the assessment done based on day 10 information?  If so, just do a
modification, use "data entry error" as the reason and fix the ARD.
