The ARD can be modified, but the resulting assessment is not stored at
the state database as modification number 1; it is stored as a new
assessment.  When you modify the ARD, you will receive Warning Message
-332:  "New assessment: A new assessment has been created in the
database of the CMS MDS system at the State with the information
submitted in this modification request."

When you read further in the Validation Report Messages and
Descriptions Manual, p.56, (http://www.qtso.com/mdsdownload.html and
scroll to the bottom of the page for this manual), it states that the
Cause for this message is: "The modification request submitted contained
enough changes in key fields that this assessment was considered a new
assessment rather than a modified assessment.  Modification of the
following fields will cause this message to occur: A3a (assessment
reference date), A4a (date of reentry), or R4 (discharge date)."

As long as the data was correct, there is no action required for the
Warning message.  Just when you think you know what is going on, there
is always some other little quirk! :)

Had a similar situation recently.  The ARD cannot be modified.  You
need
to inactivate, recreate the assessment with the new ARD and data. 
Then
submit it.  It worked when I did it on a recent assessment.

Was the assessment done based on day 10 information?  If so, just do a
modification, use "data entry error" as the reason and fix the ARD.
