Had a brief discussion with @cecemei on this. I think there has been some confusion regarding the roles of `CompactionStatus`, `CompactionEligibility` and the task status. It is in part due to the fact that `CompactionStatus` was originally serving all of these roles but not perfectly. In short, we shouldn't need to make any major modification to any class in this PR except `CompactionEligibility`. I have shared some details offline.
