Review Comment:
   Shape is good.  Two questions:
   
   Why do we design this behavior?
   `FilesetCapability` didn't support  scope `FILESET`.
   `GeneralCapability` supported scope `TABLE`.
   
   What's the difference for different scopes?  I can't understand the managed 
property clear. cc @mchades
