Thanks for the thorough analysis and confirmed root cause. Since you have a fix verified locally on 2.3.13, please open a PR against the dev branch and link this issue (also reference #6789 and #7400 as duplicates of the same defect). In the PR, please add an e2e/integration test that starts a MySQL CDC job with stop.mode="specific" and asserts the job terminates at the configured binlog offset — this will prevent regressions and keep the issue from being auto-closed again.
