## Purpose
Fixes #11949.
Make Zeta SQL `LOWER` and `UPPER` deterministic across worker JVM locales by
using `Locale.ROOT`.
## Changes
- Use `Locale.ROOT` for SQL case conversion.
- Add a Turkish-locale regression test for `LOWER("I")` and `UPPER("i")`.
## Verification
- `./mvnw spotless:apply`
- `./mvnw -pl seatunnel-transforms-v2 -Dtest=StringFunctionTest test`
- `./mvnw -q -DskipTests verify`
