PR opened for the MySQL lane: #12708. - `startup.specific-offset.*` now carries a static option-rule check in the MySQL factory's `optionRule()`, so invalid combinations fail during setting validation with the same wording the runtime reports, instead of after the job starts. - 9 new tests in `MySqlIncrementalSourceFactoryTest`; OceanBase inheritance covered by 3 dedicated tests in `OceanBaseIncrementalSourceFactoryTest`. - Baseline: rebased on latest `dev` (`0278a6a74`).
