I would like to work on `connector-cdc-oracle`, continuing with the same connector-cdc row. Please assign it to me. The remaining non-declarative checks on this connector are narrow: `startup.specific-offset.scn` is only valid when `startup.mode = specific`, `specific` mode must not also receive `file`/`pos` offsets, and `table-names` entries must be `schema.table` or `database.schema.table`. The scn presence check and `scn > 0` are already declarative. Checks that need the catalog stay in the source. One dependency: #12736 rewrites `OracleIncrementalSourceFactory`, `OracleIncrementalSource`, `OracleSourceConfigFactory` and both Oracle-CDC docs, so I will hold the PR until it lands to avoid conflicting work.
