Yeah, it's like when they talk about static discharge destroying a logic board. Truth is, I treat mine little better than drink coasters -- folks here have run 'em through dishwashers ... but it can happen. I take my reference from Larry Pina's Repair and Upgrade Secrets. In it he basically says the the SE corrects 99% of the problems associated with the Plus and earlier Macs including the bleeder-type flyback. Pina syas these two models are common in SEs: Tai-Ho/Taiwan R.O.C. TH-1565C AND Lifon/Taiwan R.O.C. 157-0042-B. If you don't have one of those present, then perhaps you should up your life insurance before working on it. But, Stuart is correct, caution is always welcome. More importantly common sense: Larry also says, if it's dry outside and more importantly in your workspace, and get zapped when touching the cat or walking across a rug, take every precaution against static discharge when working on your Mac. Likewise, don't go grabbing known high voltage wires with your bare hands while the unit is still plugged into a wall. But we all know this, right?
