Usually it is, except when there is an odd number of neutral points due to seki.

Well, I won't bet a fortune :-) I think under area scoring 5 is the
second most likely candidate. My reason for picking 7 is that 5 is by
many considered too low for big boards, and small boards (in
particular odd-size with a unique center point) tend to exaggerate the
value of the first move.

Under territory scoring I do not know whether to prefer 6 or 7.
