I'd vote for a bad power supply problem, or generally a power problem, since everything else was responding, mother board gives right beeps, video card worked on another device, so did the screen, the ram wasn't really tested properly but the mother board gave an ok beep with them on and a rams problem continuous beeps when they went off, could also be a wiring problem like ceresia said, and well a last moment question, was this pc working before, or did you just put it together?
