Precisely. The Internet was created using public tax dollars and then given away by corrupt politicians to greedy corporations. The public has been on the short end of battle after battle. What you are seeing in the US is the result of media consolidation and the giving away and selling of our public infrastructure to the highest bidder.
The final battle is the one over network neutrality. Now that these greedy corporations have seized control of 94% of US broadband their next steps are to meter your access, jack up prices, and make it difficult for you to reach services that are not run by their buiness partners. Reregulation and forceful management of the public trust is the only solution.
