Without expressing a view on the substance of this discussion, I'd simply point out that the impeachment provision of Article II applies to "all civil Officers of the United States." So, if a subordinate deliberately misled the President [or did something qualifying as a high crime or misdemeanor], the subordinate might be [properly?] impeached even if the President could/should not be.
