You can put the ketchup on the side of the plate, or what I usually do is
ask the server for an extra cup/ dipping bowl to use. These little cups are
what the salad dressing usually comes in when you get it on the side with
your salad.

It depends on what kind of dispenser it is.  I can't comment on it other
than that, because I never, at any time, put ketchup on fries.  I like them
crispy.
