Nancy, you are correct: Usually, potatoes go on the bottom, and the
meat goes on top.  I guess the only way to know if it really matters
is to try the recipe twice, once the way it was written, and once with
the potatoes on the bottom.

How can cooking on high equal a short time on the low setting?  I would
think that high would be the shorter time, wouldn't it?  What are you

No, If you want your dinner in 4 hour, place it on high. I personally
like
to cook on low for 6 to 8 hours on low. Today things were done on low
for
about 6 and a half hours.
