Just a quick update: I have https://github.com/python/cpython/pull/6379 to add a webhook for Travis failures, but after that I think all of the key things for an initial opening of this for Python development is ready (I am currently not scoping this for the whole Python community, so no general help stream). My hope is to announce the opening up of the instance here on Friday. If this experiment goes well we can then discuss announcing this on python-dev and making this a permanent thing.
I'm also still looking for more volunteer admins (there are currently only two of us).
