Because the backup MX is not in my control.  Yes, I could put a secondary
MX on my network and have identical rcpt/spam checking but if my T1 goes
down, the primary and secondary mx both go down.  We cannot afford
redundant network connections at this time.  I guess one solution would be
to have a server hosted at another ISP but under my control but the cost
of that would probably not be to much less than a backup DSL line or such.
