Ok, say you want to start with a website,
I think the discussion for which technical platform you are going to use is not 
necessary now.

I would say start with content.
What has to be on the website, to whom should it reach out, and to achieve what 
aim?

You can have the design and the content well underway before you start the 
technical implementation.

The danger of mulling to long over choosing a technique is:
you will end up modifying and hacking at it anyway
I think the most important consideration is: can you find developers that like 
to work with this technique. I.e. go for drupal if there is lots of 
enthousiastic drupal developers in the libre graphics community who have been 
longing to work on a project like this. ditto for the other technologies.

But I repeat i.m.h.o. it is more important to start with the actual work of 
what should be *on* the website,
